Healthcare Waste Workshop ( Advanced Level )

1 Introduction
The effective management of healthcare waste is of vital importance to the health care sector and the people in all countries, who need to be assured that such wastes are managed and disposed of properly.
The different categories of waste normally generated from a health care setting are non-risk/non-hazardous, solid waste (household waste) as well as risk/hazardous waste such as infectious waste, sharps, pharmaceutics, chemicals and other potential dangerous waste streams. Included in the domestic waste is also ‘green waste’ from maintenance of grounds, and construction and demolition wastes from building activities.
Transmission of disease occurs mainly through injuries from contaminated sharps and through inhalation of bio-aerosols. Besides tuberculosis (TB), blood borne diseases - like hepatitis B (HBV), hepatitis C (HCV), and the human immunodeficiency virus (HIV) - are infections of particular concern. Toxic risks arise among others from reagents (particularly laboratory reagents), drugs, and mercury thermometers (CEC, 1993).
The personnel responsible for health care waste management, i.e. for waste minimisation, collection, transport, storage, treatment and disposal, will require access to relevant professional advice and the implementation of a sound management system adequate for the purpose. Risk assessment is required in the contexts of the protection of staff and the protection of the environment.
Due to the changes in health care processes, the quantity and quality of healthcare waste is changing. The volume of waste generated is steadily raising and materials are getting more toxic. Those responsible for health care waste are increasingly challenged to investigate further the management of health care wastes. The aim, where possible, should be to substantially reduce the volume of waste. Special consideration should be given to hazardous waste, because of its higher risks and the cost intensive specialist treatment and disposal. In particular, sound and practical systems of segregation are required.
This advanced level course is not intended for trainees without previous knowledge in healthcare waste management. The advanced training course will especially deal with the following subjects and waste streams:
- Pharmaceutical waste
- Photochemical waste
- Cytotoxic waste
- Other chemical waste
- Contracting & pricing of waste services
- Occupational health & safety
- External transportation of waste
2 Systematic of the training
The overall goal of this training course is to train healthcare and paramedical staff in the principles of advanced healthcare waste management and to introduce better management processes.
2.1 Objectives of the training course
The main objective of the training is to increase the know-how of responsible persons for healthcare waste management in for waste management in their hospital. The participants will learn how to plan, set up and independently run advanced healthcare waste management systems of a health institution. After the course, the employees will know how to deal with more complex waste streams and how to reduce occupational health impacts by hazardous waste. They will know how to react in case of emergencies and injuries and how to use more advanced waste management tools.
2.2 Target Audience
The training is targeting employees of the middle or higher management level of a healthcare institution who are responsible for the monitoring and management of the safe handling of healthcare waste. It is expected that the participants have a basic knowledge in healthcare waste management.
2.3 Tutorial Design and teaching method
The course is a mix of informative theoretical lessons and interactive workshops (lectures/presentations). The lessons are based on simulations, questions, exercises, and practical demonstrations undertaken by qualified trainers to make learning enjoyable and to encourage a high level of knowledge retention. Following the training, participants’ performance will be evaluated.

- Photochemical waste
- Contracting of waste treatment & disposal
- External logistic aspects
- Management methods for different types of waste
- Development and implementation of waste management plans
- Alternative treatment methods for bio-hazardous waste
Workshop Instructor
Jan-Gerd Kühling (M.Sc. Healthcare engineering) is the founder and general director of ETLog Health GmbH, the leading German company for international healthcare waste (HCW) projects. Mr. Kühling has more than 10 years international working experience in HCW and managed successfully >30 projects in Europe, Africa, Asia and the Middle East. Clients included private companies and hospitals, but also WHO, World Bank, Ministries and other governmental and non-governmental organizations. Next to his activities for ETLog Health, Mr. Kühling was appointed as lecturer at the University for Applied Science, Berlin on the subject “HCW management and treatment”. He carried out research projects on HCW and is holder of several patents for HCW treatment plants and waste logistic equipment.

الإدارة السليمة للمخلفات الخطرة

مقدمة:
تحظى الإدارة السليمة للمخلفات الخطرة باهتمام الحكومات العربية الرشيدة لما تشكله المخلفات الخطرة من مخاطر تهدد البيئة و صحة الإنسان. و انطلاقا من هذا الاهتمام فقد حددت قوانين و تشريعات حماية البيئة بالعديد من الدول العربية المتطلبات و الإجراءات التنفيذية اللازمة للتعامل الأمن و السليم مع المخلفات الخطرة من قبل الصناعات المولدة لتلك المخلفات. و فى هذا الإطار فقد بدا أنه من الضروري توفير الدعم الكافي و التدريب و التأهيل للقطاعات الصناعية المولدة للمخلفات الخطرة لتصبح قادرة على التخطيط و التنفيذ لإجراءات الإدارة السليمة و الآمنة لتلك المخلفات.
و المخلفات الخطرة تتولد نتيجة لأنشطة قطاعات تنموية عديدة منها قطاع السكان، قطاع الزراعة، الأنشطة الصناعية و التجارية، و قطاع التطبيب (الرعاية الصحية). و يعتبر القطاع الصناعي المولد الأكبر للمخلفات الخطرة نتيجة لاستخدامه الكيماويات و المواد الخطرة و لو بكميات بسيطة.
و يمثل التعامل الغير مناسب مع المخلفات الخطرة أثناء النقل أو المعالجة أو التخلص النهائي مصدرا أساسيا للآثار الخطيرة على الصحة و التلوث البيئي. و يمثل إهمال معايير الإدارة السليمة للمخلفات الخطرة خسارة كبيرة فى الاستثمارات حيث تهتم الإدارة السليمة للمخلفات الخطرة بالاستخدام الأمثل للموارد و التقليل الى الحد الأدنى من الفاقد فى المواد الأولية و اعادة استخلاص المواد الأولية و إعادة الاستخدام و كلها مدخلات تحسين المنتج و تقليل الفاقد و بالتالى تحقيق مكاسب أكبر ناهيك عن حماية الصحة و البيئة.
لكل هذه الأسباب، فان التنفيذيين و الرسميين المعنيين فى القطاع الحكومى و الخاص و الصناعات المولدة للمخلفات الخطرة عليها الاهتمام بمتابعة و دعم الممارسات السليمة لإدارة تلك المخلفات . و سوف يوفر البرنامج التدريبى المقترح للمهتمين من القطاعات المذكورة فرصة تدريبية تؤهله لاداء عمله بكفاءة و وعى و مسئولية و فهم اكبر فى التعامل مع المخلفات الخطرة التى تتولد فى نطاق المنشأة التى يعمل بها او تدخل فى دائرة اهتمامه و اختصاصه.
نظام التدريب
سيكون الهدف العام من البرنامج التدريبى المقترح تدريب الأفراد الرسميين و التنفيذيين الحكوميين و افراد من قطاعات صناعية مهتمة على الإدارة السليمة للمخلفات الخطرة بحيث يزداد الوعى لديهم بالممارسات و الادوات و الإجراءات اللازمة لاحتواء الاثار السلبية للمخلفات الخطرة و ليصبحوا اكثر مسئولية و فاعلية فى اداء عملهم.
أهداف البرنامج التدريبى:
تدريب مجموعة مختارة من الأفراد ليصبحوا مسئولين فى منظومة الإدارة السليمة للمخلفات الخطرة خلال دورة الحياة (من التولد للتخلص النهائي و الآمن).
سوف يتعرف المشاركون على ماذا يعنى بالمخلفات الخطرة، و كيف يمكن التعرف عليها و التخلص منها بشكل سليم بيئيا. و سوف يتم تعريف المشاركين أيضا بكيفية إعداد و تنفيذ خطة إدارة سليمة للمخلفات الخطرة للمنشأة التى يعملون بها. كما انه سوف يتم التقديم لكيفية التصرف فى حالات الطوارئ و الإصابات.
المستهدفين من التدريب:
البرنامح التدريبى المقترح يستهدف الموظفين الجدد، و متوسطي الخبرة و موظفى الإدارة العليا لقطاعات حماية البيئة و المحليات الذين لديهم او سيتم تكليفهم بمسئوليات مباشرة او غير مباشرة فى رصد و متابعة التعامل مع المخلفات الخطرة من لحظة تولدها الى أن يتم التخلص النهائى منها. كما يستهدف البرنامج التدريبى أيضا هؤلاء الذين يعملون بمنشآت صناعية تستخدم مواد و كيماويات خطرة فى عمليات التصنيع بما فى ذلك مسئولي الامن و السلامة و البيئة، الفنيين الذين يتعاملون مع المواد و المخلفات الخطرة و مسئولي مرافق التخزين أو المعالجة او التخلص بداخل المنشآت الصناعية.
طبيعة و اسلوب التدريب:
تم تصميم البرنامج التدريبى و أسلوب التدريب بحيث يجمع بين الشكل التقليدى و ورش العمل. و تعتمد الجلسات التقليدية على الخلفيات النظرية و المواقف التصويرية و سوف تتاح الفرصة للمشاركين لإلقاء الأسئلة و العمل على تدريبات عملية و المناقشة مع مدرب مؤهل لجعل العملية التدريبية شيقة يستمتع و يستفيد منها الجميع و تشجع على اكتساب المعلومة مصحوبة بالخبرة. و سوف يتم تقييم المشاركين فى نهاية التدريب و التأكد من تحقيق الاستفادة المرجوة.

- النواحى التنظيمية للإدارة السليمة للمخلفات الخطرة ( الجمع و الفرز و التخزين و غيره)
- طرق الإدارة للفئات المختلفات للنفايات الخطرة
- تطوير و تنفيذ خطط الإدارة البيئية السليمة للمخلفات الخطرة
